I think the reason they don't want to send another person to the moon is because there's no point. It's just a big rock with nothing on it so they would rather put money in to traveling further and exploring places that we haven't been and know a lot less about.

Regarding the "ringing" like a bell, this theory is actually quite interesting, probably not a giant space station, but more likely during formation, it was as it cooled down, the interior has a lot of caverns and tunnels from previous magma action, hence you get the echo/ringing bell sound
