As someone who works on claw machines, we can set them to a payout rate which gives us a desired profit from them. The really mean ones will actually grab the toy and (the way I understand it) the electromagnet that closes the claw weakens causing the plush that you just picked up and were imagining grabbing it out of the prize hole, drops, now you gotta put in another 50 cents since you are so close to winning and can’t possible give up now.
I genuinely recommend staying away from them unless it’s a duck machine or candy claw machine. Most of those are set to play until win

I can't count the number of times I've seen someone at a claw machine aim spot-on, only to have their efforts wasted by a crucial part that the player can't control. The thing is, though, that most players of those are kids hoping to win toys or treats. It quite literally is stealing candy from babies, in many cases.
