Probably just another variant of the CORE mercenaries. He's not called dark sausage because the location and the sprite itself (no outward hands, looking at us) is different than in the CORE.

You can talk to them in the end of the pacifist run. They tell you they were mercenaries hired by Mettaton to kill you, but didn't battle you in the end.

Ok this actually spooks me all I know of undertale is doggo and reset sans but I do remember being a player who explored a lot this is very new to me I know undertale tried to be a little scary and ominous but this takes it to another level

Perhaps is just a monster that waves at you and you see them in a shadow because of the light and distance in hotlands, therefore you can't recognize them, just how in the core, when the monsters apear, at first your don't see them well.

The monster waves after all and it's name is waveguy. We shouldn't overthink every misterious character in Undertale and deltarune. After all there we have monsters like glyde and so sorry that just are.
