It's always about sea levels going up. Never about ground sinking.

That structure is a rock quarry.

You find the exact same thing all over the ancient world in any place where they work with large stone blocks. You find them in such places as Egypt, Europe, where they mine out Stonehenges blocks. You find them all over Greece as well as Rome. You find them even in Mezzo and South America. Any place ancient peoples worked with large stone blocks. You find areas and locations that look exactly like that. If the archeologist were smart, what they would do is create a model where they drop down the water level to just below that point. Then they look around on that new shoreline to find out where the actual location of the habitations of those people who used hat rock quarry lived. But none of those archeologists are smart enough to do that, they'll stare at that rock, quarry scratch their head and try to figure things out While continuing to stare at the starting point of where the building material came from.

I would bet that if somebody went online and looked for actual pictures of that underwater location, they would eventually come across photos where there are holes drilled in the rock going in a straight line.
