The lesson learned here is if you find these sunken treasures, you have to keep quiet and melt it down.

Whoever recovers it should get to keep it, or be compensated financially for it. More importantly, the historical value should be maintained.

If they find some kind of environmental pollutants on your property it’s yours, if you find previously processed gold on it, it’s theirs.

Especially when you "stole it" in the first place.

The solution is as follows: The treasure is split 4 ways. 1 share for the Federal government of Columbia, one share for the Federal government of Spain, one share for the indigenous nations and one share for whoever discovered it in the first place.

All parties involve agree to this otherwise none of them get any of it on account that we the United States will either just take it ourselves or straight up bury it again using one of our giant bombs or something. Like really. Columbia and Spain combined couldn't stop us if we really wanted to do it.

That's how you teach people to compromise.
