In Florida, the impounded vehicle is released only to the registered owner. No registration - no release. The impound lot can and should require proof of insurance and a valid DL, also.

This man....My 2003 Chevy van doesn't have working windows, lights, or brakes. I owe $12, 492 on a 16 yr loan at "Pay What You Can, " I have no name, my birth certificate reads, "sovereign mom drops sovereign baby, " I hate people, I love parks and kids, I park in Home Depot's contractor club members parking, often taking four spaces with my trailer, I wasn't liked as a child, I went to prom with my sister, she stopped me at second base-two years in a row, I have 34 credit cards all with "I AM MAN" on them, I don't date unless its family, my neighbor built a fence to keep me out, I rent my ladder, $9.95 a month, 59% interest & 32 years remaining on loan from my father, and I was checked for rabies last Monday.
