I vaguely remember there being a bit in Fuze's Bio going into more detail about that operation with Ying. From Ying's perspective, Fuze was being careless and caused a casualty. Fuze did not intentionally aim for the casualty, and it weighs heavily on his mind. Who knows; maybe it was a change to the Bio or maybe I am misremembering things.

You also got to remember he is spetsnaz, they carried over their initial mental conditioning from the Soviet Union, giving you the impression that you're a cold-blooded killing machine, and if you're calling in the spetsnaz there's no such thing as collateral damage.... So you have to remember his conditioning, and for most military personnel, you just don't turn it off.
