Actually if you want a code scanner go to settings press control center and scroll down you will see something named code scanner press the + where it is and when you slide down where your battery is you will find it so click it and there you have it :)

So no it’s not someone using your camera or mic. It’s a software add on letting you know what apps are using your mic or camera. So when you are on the phone the orange dot appear. It’s a sign that your mic is in use and a reminder it can be possibly recorded by the other phone you called.
