Idk much about Epic in Underverse, but he might be in like top 3 if three of his blasters are still a nuke.

I think that after the last chapter, and that it seems there are not going to be new characters from here, I put my list.
Not counting Fresh, Nightmare or Dream because they are not Sans. Nor the cameos from 0.6
8. Geno
I put him above the main Sans, Outer, Fell and his own counterpart from Aftertale because he has DT as well as being more focused than the other Sans
7. Swap
He's basically Sans with high Stats and royal guard training. Being able to fight equally against X-Chara
6. Killer
He has a lot of DT and LV. He was also able to fight evenly against Cross.
5. Epic
He should be at a similar level to Cross, he has shown great feats in Epictale, plus I put him above Killer because I can absorb attacks to return them and he has a certain level of immortality
4. Cross (X-Event)
He has royal guard training and was able to match Killer so he could continue fighting. Thanks to the hack knife he could control others to help him or control his opponents, thus defeating Killer and Epic. In addition to having impressive feats; He was able to momentarily fight the X-Tale cast while half dead, he was able to fight Dream against Nightmare, and he was able to defend himself well against Fatal Error.
3. Fatal Error
Although he couldn't easily defeat Cross, he still proved to be a difficult opponent for Ink, he has great skills and almost killed Cross without much trouble.

He is the Sans with the most experience fighting alongside Ink. He can defeat Cross in a single move, he can match Ink and just by capturing the soul of his opponents with his threads is enough for him to control them. But sometimes it's impulsive
1. Ink
With more experience, he was able to match Error and does not have any notable weakness unlike Error, he even needs Brommie to unleash all of his power, he normally always has him with him and can also fight well without his brush.
0. Fresh Ink
It is a combination of Ink and Fresh. Even without Brommie it was enough to make Error retreat, and although he has a time limit, he still doesn't take away his power.

Well I think ink sans is the strongest (If there is no error 404 Sans yet) because in 0.8 he got defeated because he got surprise attack

Fresh, Dream and Nightmare are not Sans. Still it is very difficult to say how powerful "base" Fresh is.
X-Event! Cross would probably be superior to Killer (Cross and Killer in their fight were evenly matched, but Cross could keep fighting, even though Killer has DT) and even Epic
E Ink and Error still do not know exactly who is the most powerful, but they really should be the most powerful below Toby Fox and Fresh Ink
