Claudes GTA 3 model is clearly based on Scott Maslen who played him in the live action short film for GTA II

Says games won't take place in the future, GTA 2, a game from 1999 taking place in 2013.
No characters from the 3D universe crossing over, makes Claude a parent in GTA Online

I want Claude's surname to be speed because it just fits, plus that's how I've known him for my while life

Rockstar Games used to answer this question about Claude's Last name. They simply stated that his last name "may or may not be Speed"
That seems "very likely" that they are the same character.

They are the same person but in a different universe, it's been confirmed by Rockstar games that all games are seperated by 3 different universes 2D, 3D, and HD. GTA 1 - GTA 2 is 2D universe. GTA 3 - Vice City Stories is 3D universe. GTA IV - GTA 5 is HD universe. None of the characters from each verse can't cross with each other from different verse, so my theory is that Claude from GTA 2 is the same person in GTA 3 but in a different Universe. Also Rockstar Games said that Claude lives but it wouldn't make sense if it was the GTA 2's version of him since he got shot and died.

Odd thing is Claude speed from GTA 2 (Thumbnail) looks a lot more like Niko Bellic than he does Claude from GTA 3.

When I first played GTA 3 on the PS2 in the early 2000's, my best friends and I couldn't figure out the name of the main character you play as so we all called him "Theft Man" lol good times

I always interpreted the two "Claude" protagonists to be the same character, but the lore of GTA 2 is not canonical to the lore of GTA III and San Andreas. Different canonical universe - just like how Rockstar says that GTA III, Vice City, and San Andreas are in a different canonical universe than GTA 4 and 5.
The Claude in GTA 3 is a reboot of the GTA 2 Claude. That's my view on it anyways. Besides, me and my GTA-loving friends have been calling the GTA 3 protagonist "Claude Speed" for nearly a decade now. To us, he will always be "Claude Speed".

They are two different people. The GTA 2 Claude, protagonist also of the promotional movie for that game dies, in the movie
Meanwhile Claude Speed is the Claude that everyone know, and appear too as a parent in GTA Online

because both protagonists are psychopaths.
