I love how formal and official situations in Deutsch are much more straightforward, almost like being casual only came about later lol, I think it says a lot about respect for people you don't know and being mindful of how you carry yourself in public. From a learner, I feel like even learning pronouns and such is easier when you opt for the formal manner ;), danke vir sie beruf!

As a German person, I have something to say. It depends on which region you live in.
For example, where I live, (when it’s 10:20) we don’t say „zwanzig nach Zehn“ (twenty after ten). We say „Zehn vor halb elf“ (ten before half past ten).

Another example, (when it’s 11:45) where I live we don’t say „Viertel vor zwölf“ (a quarter before twelve). We say „Dreiviertel zwölf“ (three quarters twelve).
See, we have: viertel (quarter), halb (half) and dreiviertel (three quarters)

In inoffizielle zeit, if the time is 8:43 am, then can I say " Es ist kurz vor viertel vor neun ".
And similarly, for 9:13 am, can I say " Es ist kurz vor viertel nach neun "?? Kindly check.

Something that wasn't mentioned here is that in the southern regions people wouldn't use "viertel vor" but "dreiviertel" (three-quarters) instead.

"Dreiviertel Eins" would be 0:45 or 12:45 for example.
