you turn the flat piece sticking out of the bottom of the carburator in as the motor is runninguntil . then rev it up a few times, it has to rev up easily, if it dosent turn it abit more inside to the carburator .. the extra screw you have might fit a 3 and a half h p briggs motor all the best

I believe you are right about where the gas goes. The piece you had there looks like the main fuel jet. It is a spare it looks like. The jet that is at a 45 at the bottom of your carb is the older version that you could adjust by hand. New ones use a flat screw driver. I have an of production manual for antique Briggs and Stratton engines if you ever need help. The carb appears to be an early updraft style carb like on the big 7 and 8hp engines.

I live in PA. And I saw this one minibike that looked sort of like this one, near the same price. The brand was Scat Kitty. They made belt driven mini bikes, too.

I would reverse the pedal "clutch" so its always engaged and when you push on it it disengages change around the springs! this way less fatigue when your driving it just be cautious if someone tries to start it without knowing that haha
