President of the Executive Yuan > Premier of the State Council.

This is why the Republic of China on Taiwan is taking care of its OG constitution that they drew in Nanking instead of the Communists using the Moscow-drawn constitution they have on the mainland. I wish both EY President Chen and Premier Li Qiang their good luck.
