Um actually, the picture you used of Dogwelder is Dogwelder II. He takes up the mantle of Dogwelder after the original is vaporized but The Many Angled Ones.

Dogwelder is the result of a bar conversation among a bunch of UK-based comic book creators, where they tried to come up with the worst possible superhero. Steve Dillon (PREACHER) won by suggesting Dogwelder.

The lamest awesome power is BGM(Or BoyGM).
Essentially in a certain area can cause everyone to hear a background music. He's a part of a team and is basically there only as a hype man. Giving both the heroes and the civilians a heroic anthem or emotional ballad when the hero is struggling.
Buuut since it's directly into someone mind, it can also be used to distract bad guys or blast metal into their ears to deafen them

The ability to turn into ice cream would actually be really useful for things like infiltration and you would also be super hard to hit because you could turn yourself into ice cream right before impact or when someone is shooting at you. Never underestimate near-intangibility. The dude essentially ate an ice cream logia devil fruit from one piece.

Ant-Man is underselling his actual power set: using exotic subatomic particles to alter his size and/or mass to the extent he can pass into another reality by reducing his size, as well as communication with the single most populous type of insect on the planet, including imparting complex instructions (like disabling specific circuits, or spelling out messages). Add to that the original not only created those powers but also pioneered true AI and is a generally brilliant physicist and biologist.

I might be misremembering, but that ability to effectively completely destroy anything is actually quite exploitable. The ability to weld dogs to people has a much harder set of niche use cases to think of! At least Arm Fall Off lad can escape handcuffs!
