let me save y’all the trouble bc I figured it out myself (at least this worked for me)
just create a new apple ID. sign out of your old one, and sign up with a different email address. you should be able to install apps again.

All you have to do is go to Apple support and press Apple ID disabled then it will give you options to call or text if you don’t want to call you can just text like I did and they will help you just need your password and email and they will help
