The same story happened to An-124 - military planes needs civilian certification. In the case with Il-76, the need in civil certification comes also from the fact that new Il-76's are new planes with a lot of changes - for example, their wings are 20% lighter than on soviet era planes produced in Uzbekistan. Il-76TD-90A is almost a new plane, produced at a new factory. They differ form old Il-76S like Boeing 737-200 from Boeing-737 MAX.

A mí no me sorprende en el contexto de las sanciones del "mundo libre" a Rusia...lo que me tiene intrigado son las certificaciones históricas a Boing, Bombardier, Cessna, Airbus, etc, que siguen cayendo como mosquitos... Ni hablar de helicópteros...😡

Who said that the Americans and Europeans have the moral right to say that the certification of Russia's planes depends on them? Russia was the first country in the world to send a man into space and build the world's first space station and there are Americans and Europeans and they are not afraid of falling 😂😂😂😂😂😂

In my opinion, military production should serve as dual-use for commercial services even if it leads to sacrifice of some performance or comforts as one can currently observe what the lack or disregard of an equivalent *'Unified Military Theory'* in Western nations caused in astronomically expensive, futuristic military procurement that is insufficient in numbers in a large scale industrial war of attrition.

The current certification processes - arguably a Western fad to gain investors via standardization in commercial operations - can help to develop production types that offer an optimum of commercial and military dual-use.

Export is also an important factor, but the global trend is moving toward domestic production along rapid prototyping of strategic industrial sectors, so exports markets will increasingly diminish in comparison to the Cold War and up to the 2010s - making Frunze's considerations of the early Soviet Union timeless.

the main issue for Il-76TD was noise levels of their older engines - they re-engined them with PS-90 to comply with noise levels acceptable at civilian airports .... it is well known
04 Jan 25, 2006 (newstodate): The first new-built IL-76TD-90VD freighter has now obtained clearance to operate globally after the aircraft type was awarded an ICAO Chapter 4 noise certificate.
The aircraft belongs to the Volga-Dnepr Group that has placed an initial order for two aircraft equipped with modern PS-90a-76 engines and new avionics.

Sono un vecchio pilota ( oramai fuori dal giro ) ma un aereo quando vola, cosa c'entra se è militare o civile, deve essere sicuro in ogni modo! Sono formalità burocratiche ! Basta che sia chiaro il limite strutturale di peso velocità ecc. Certo se viene modificato occorre che sia collaudato e dichiarato di nuovo la sua performance!

Sendo assim, a certificação e de responsabilidade da Russia e não de terceiros em tempos de tensões militares. (conflito armado)

The IL-76 is by far newer than the US C-130 ( 1954 ), the C-5 ( 1968 ) or the C-17 ( 1991 ), I think this is a case of the pot calling the kettle black, a sense of double standards or hypocrisy.... The level of entitlement preposterous..!...
The technical level of the Il-76 is far superior with fly by wire systems instead of cables and pulleys control systems in comparable western ones...m
