The Taliban announced a general amnesty to reassure the Afghan people of its intentions.
It says all sectors of society, including women, should join its new government once that takes shape.
The group's talks with other local politicians are expected soon on that subject.

On its second day in control of Kabul, the Taliban declared a general amnesty, urging people to return to their routine lives and for women to join its new government.
According to the Associated Press, the first comments on governance at the federal level came from a member of the Taliban's cultural commission, Enamulla Samangani,... who said that the Taliban does not want women to be victims.
The official also acknowledged that the structure of the government is not yet clear.
When the Taliban ruled Afghanistan before the U.S. invasion,... women were largely confined to their homes, men had to grow beards... and lawbreakers could face amputation or be stoned to death.
Despite their softer approach this time, many say they don't trust the Taliban.
A delegation from the group is expected in Doha, Qatar on Tuesday... for talks with other Afghan politicians about forming a government.
These talks will include the Taliban's de facto leader, Abdul Ghani Baradar,... former warlord and Islamic Party leader Gulbuddin Hekmatyar... and former President Hamid Karzai.
There have been no reports of major conflict in Kabul since the takeover.
But thousands of people crowded the airport Monday night, desperate to escape.
The U.S. Air Force evacuated some 640 Afghans who pulled themselves onboard a Boeing C-17 cargo plane.
That's a load five times more than recommended by the manufacturer.
At least seven people died at the airport on Monday, some apparently falling to their deaths... as planes took off with them clinging to the side.
