This civil war came about through Caesar having waged what the Senate regarded as an illegal war in Gaul. In modern terms, they were ready to arraign him in a war crimes trial. Caesar, however, had serious support from both working-class Romans and his own legions. When he refused to return his legions and then famously crossed the Rubicon with his army still in tow, it led to war. It was this war that led to him acquiring supreme power.
The game itself is a very good way for you to ease yourself into wargaming. The card titles, I think, are meant to capture the way the ancients would have regarded natural events and twists of fortune - different eyes in different times.

Julius Caesar is a great game. I just wish that the cards that were named for Gods had some other explanation (personal opinion).
