This is a setup for zero acceleration, which can be used to get zero velocity while trying to move (when starting from rest).
If you start with velocity and try to move, you'll just continue moving at the speed you were moving at, with no velocity change (since acceleration is zero).

This reminds me of an old thought of "what's the slowest possible fall/longest time to fall from space to the underworld?"
Is actually more like the previous video of stacking effects that decrease fall speed but don't stop it. Umbrella, featherfall, climbing claws (only one so that you slide against the wall, not full grip), sinking in honey, pressed against honey blocks, etc.
The climbing claws and honey blocks might not count if we only consider a free fall, but otherwise could massively decrease falling speed.

Everyone knows a far more novel set up than even this is to just place a wall in the direction you’re moving

The last time i played Calamity + a few other mods, i stacked so many self slow items that my char started running backwards. I can remember a few of the items, like the Reaver Armor + Reaver Helmet set, the ogre pet from Pets Overhaul, and the Brand of Inferno from Vanilla Terraria. There was a few other items too, but i can't remember rn.

Curious if the game considers you standing still or moving, wonder if the shiny stone would work while moving at 0 speed

There is an even simpler build:
1. place 2 blocks to the right/left of your character
2. press the corresponsing direction's movement key

I love how this setup is a nice equilibrium of 2 forces cancelling out to a resting position, as opposed to the previous one being the reduction of the acceleration force!
I ponder however... If the requirements are: you need to press a direction key trying to move... Isn't medusa's petrification also a 0 being the second slowest method?
