All Avatars of Vishnu already exist in their own Lokas (Planes of Existence). They just descend every Yuga to restore Dharma and destroy Adharma. Also, 24 Avatars are famous and among them 10 are the most famous ones. However, in reality, Vishnu has infinite forms/Avatars. There is no beginning or end to his expansions. So what we are aware of is only a tiny, infinitesimal understanding of his magnificence, splendor and greatness.

Before understanding why the deterioration is happening you need to understand significance of two Yugas: Dwapara and Kali. Both of these Yugas are named after Demons because it is these two Demons who rule during this time. Their influence is at its highest in their respective Yugas. The Yuga previous to this was called Dwapara Yuga. It is the Yuga where Lord Krishna incarnated. The Yuga is named after a Demon called "Dwapara" who deceived King Nala and his wife Damayanti through a dice game. The dice game was played by another Demon called "Kali" in which Dwapara transformed into his dice. King Nala lost everything, including his wife in the dice game.

Kali is the polar opposite of Lord Vishnu. He is the Lord of Tamas. He is the great-great-grandson of Lord Brahma born out of his parents: Krodha (Anger) and Himsa (Violence). He is the grandson of Dambha (Vanity) and his sister is Maya (Illusion). He is the great-grandson of Adharma (Impropriety) and his wife Mithya (Falsehood).

Adharma was created out of Lord Brahma's back as a Maleen Pataka (very dark, deadly and sinful object).

Kali is a complete combination of all the evil characters that exist in this Creation. Dharma is his enemy. And since Lord Vishnu is Lord of Dharma, Kali becomes the Arch Enemy of Vishnu as a consequence.

Once Dwapara Yuga ended, Kali Yuga began. In Kali Yuga, Dharma (which is personified as a bull standing on 4 legs in Satya/Krita Yuga) is standing only on 1 leg. It shows the kind of power Kali holds in this Yuga.

This Yuga will see complete deterioration over the coming years. The next 427, 000 years will be living Hell on Earth. Major Wars, Extreme Climatic changes, Hate, Deceit, Violence, Evil, Gambling etc will be at its peak.

Kali and Dwapara had both incarnated as the 100 Kaurava brothers and Shakuni (uncle of the Kauravas) in the the Mahabharata. Bhima, of the Pandavas fame, killed all 100 Kaurava brothers single handedly. Bhima reincarnated as Jagadguru Madhvacharya in Kali Yuga to again rectify the incorrect interpretations of our scriptures and establish the Bhagavata Dharma.

After the death of 100 Kaurava brothers and Shakuni, all the evil Aatmas converged into Kali. So now he is more powerful than ever before. And hence, Vishnu himself will have to descend to destroy his powers and re-establish Dharma.

Note that Kali, Dwapara etc are immortal in their own domains. They cannot be completely destroyed. Rather only their powers destroyed so they have to restart all over again. This happens until the Mahapralaya (or the Great Dissolution of the Creation which will happen 311 trillion years from now) where the entire Creation would go into the Hiranyagarbha (or the golden womb of Lord Vishnu). This Hiranyagarbha is nothing but the Singularity right before the Big Bang.
