A good analysis indeed.

Two points come to my mind.
1. In the present set up in J&K, politics apart, if sincere objectives of the CM are wellbeing of its citizens, peace and development in the region, the CM is vested with sufficient powers and space.

2a. While Modi Govt has committed itself to restoring full statehood to this part of Bharat, the central government has never specified any time frame for restoration of full statehood.
2b. The onus of creating conditions conducive to restoration of full statehood partly lies with CM of the J&K as well as with people of J&K and the central government.
