A thing that people often don't understand, and the media frequently doesn't help here, is that when people are out on licence, they're not being "freed". They're still subject to conditions and can be recalled to prison for any reason. The way to think of it is that these people hitting the 50%, now 40%, mark are just being transferred to a cell with a better view, and if they misbehave they can be transferred back into a cell with grey walls.
