State leaders say new California law will drive up Arizona gas prices

Governor Newsome and California don’t run oil refineries. Big oil does. The new law asks that there be a reserve of gasoline built up before refineries shut down for maintenance. That would soften the spike of high gas when there’s less suppliers.
People in these comments are ridiculous claiming something else nefarious is going on.

The oil market is global; at least, it is nation-wide. Simple question: If the high California gas prices are due to Oil Companies' "price gauging, " why do they not happen in the neighboring states?
