The lore why he is so hard to find is kinda interesting. The Shrouded Ghost has a relic in its belly which allows the shrouded ghost to travel through dimensions. Thats why he is so rare to find because he is the most time in another dimension.

I've only encountered one in my time and it was when I was half drunk playing by myself on a sloop. I was just cruising through the water and listening to music as I heard the Meg sound. I looked up and expecting to see blue or purple and saw pale white, probably the loudest "HOLY SHIT!!" moment of my gaming career XD I immediately called my friend to join me

I actually got a shrouded from leaving the shores of gold upon completing the tale, it even spawned in the shroud itself which was quite the exciting battle.

Last year I was with my crew and we were fighting another crew. In the middle of our battle, a ghost spawned, and we immediately stopped fighting each other, and worked together to take down the great beast. The hunter of the shrouded ghost commendation is, to this day, my proudest accomplishment.

or, you could just wait until your crew all goes afk to get snacks or something and 99.9999% of the time something bad will happen just because it’s inconvenient and you’ll have to deal with it alone.

My buddy and I were swabbies sailing around back in the start of 2019, big scary shark spawned in front of us.
We panicked and sailed away from it.
Found out later that it was a Shrouded Ghost, and we've been kicking ourselves ever since 🙃

From my experience megs spawn way more often in the ashen zone I got 4 megs while doing the ashen curse
