It's worth noting companies typically wait until a mod is ready to be shown off, or better released fully, before issuing legal action.
This is because actioning every potential project would be expensive and more likely to fail whereas waiting ensures the modders have displayed intent with evidence that can be used in court and generally made sure the modders are being serious.
This is why the best practice for modders is to finish your mod then release it everywhere on a smurf account, then disappear and let users mirror it everywhere. Because even the most profitable companies can only take down so many download links and sheer volume of links beats lawyers every time. They take one link down, 20 more links appear on file sharing sites.
