Pretty sure Hamas has changed up terms each time a deal was on the table. Not to mention they refuse to release the hostages. Israel has state this could all end if they release the hostages and surrender.

With the Hamas leader gone, Israel even stated they would issue pardons if they surrender and release the hostage.
