Times Homer seemed to be a bit of a cheapskate, I'm surprised he didn't bring up having to pay for the phone call Bart made to Homer at Moes Tavern when Bart phoned him.

This is from I call the silver age of the Simpsons. Where you could already see the decline in quality, but it was still pretty decent. This particular joke is a great example of what went wrong. Jokes became more self-aware and started to break the continuity or the characters. In this particular case it just doesn't make sense why Homer would know that it's been Bart prank-calling Moe for 12 seasons. We know that as the audience, but it's never been established that either Moe or any of his regular visitors know this. The joke ends up feeling self-aware and forced, like a parody of itself.
