In fact, he's done it so many times he's driven Moe to the point of insanity. But really... Moe should be wise to this stuff by now. Thankfully, he isn't because Bart's pranks have gotten funnier and funnier as the show progresses onward. Fun fact:
Bart's calls were based on real prank calls that were done by two guys named Jim Davidson and John Elmo. They sent many calls to The Tube Bar in Jersey City between 1975-1980. You can find actual recordings of the calls on YouTube.
