You have to be in Track mode with the shifter in M for the fastest shifts. There is essentially no delay then. Shift speeds are tied to driving modes and the way you're currently driving, which is why there is a message that comes up saying "Performance Shift Mode" once you start giving the car some throttle. Just cruising around and hitting the paddles doesn't shift instantly because the car knows you're not driving like you mean it. This is one of the reasons the Z06 is a great daily driver. The C7 A8 transmission can shift brutally fast in Track mode, yet doesn't jar you in Tour mode like a dual clutch would.
