Henyard needs to find a country with no extradition treaty. She won't. Her ego, lack of education, and jailhouse mentality won't let her think that far. The state needs to take over the village and township because this place is in crisis. Do the Feds have their residents wear orange? Tiffany is familiar with that color. The state will have to step in at some point and take over. At least that's what would happen in Oklahoma, where I'm from. The cities are kind of considered an extension of the state government and that's where the cities get their power from. Disincorporation is always an option.
