In defense of him,

First, The team threw the flashbang.
Second, the enemy can't get a shot that soon on that map, so without doubt the team it was the team that shot him.

And considering they all voted yes to kick him, it was very likely a premade of smurfs since the newbie in this clip is probably around S3/GN2.
