Sounds as if the house was built on unstable land from the start, unless the drainage somehow shifted after it was built. The previous owner should also be investigated; in most states, a seller can't be held liable for defects of which he was unaware, but if he deliberately covered them up, he might be in trouble.

Quality Foundation (Repair?) paid $1, 500?!? THAT'S IT! One thousand five hundred was ALL QUALITY FOUNDATION REPAIR was required to PAY for FAILING TO HAVE PERMITS or a Contactors Liscense? The place that is ignorant to the fact permits & contractor license are required has an A +RATING from the Better Business Bureau?!?

This is why I don't want to buy a home. If I have a landlord and the house is falling apart, he is financially liable.

Not just needing permits. That includes having an qualified engineer to inspect the foundation of the house to see what needs to be fixed structurally. And an inspector to inspect the house if it passes building codes.

Sound like the contractor and previous owner struck up a quick off the books deal so they could pass off the crumbling house to some one else. .
What contractor doesnt know about permits. And why do the work on something he knew. Wouldnt last to begin with. He either knew about the damage to begin with and didnt tell the previous owner. Or the previous owner knew about it and told hom to make it look good enought to sell it .
