Ive always thought it was because its main food sources went extinct. This explanation makes sense because survival of the fittest stopped favoring mega-fauna. The dinosaurs were killed off, the megaflora mainly were also killed off. Dinosaurs evolved into birds to survive so it would make sense that marine life took the same survival adaptation to survive. There's evidence that oxygen levels were also much higher in prehistory. That's how the gigantic insects could also survive. When resources are scarcer, downsizing becomes vital to existence.
