Maybe I’m missing something but I think our system allows the House to author legislation they feel is important or necessary, pass that legislation and send it to the Senate who then sends it to the President for signing and, if he vetos it, override his veto with enough votes and “get’r done”. Has this route been attempted regarding border legislation? If it has I don’t recall it. If it hasn’t even been attempted then the Legislative branch is as responsible for the problem as the Executive branch.
