Here's an interesting theory: considering people like peely and lynx are in GHOST's high table, maybe midas is turning them to gold for different reasons. Considering the doomsday device and silos around the agency, It is a possibility that GHOST is preparing a contingency plan in the event of a SHADOW victory: nuking the island. So, midas is turning some of his most trusted agents to gold so they can wait out the apocalypse without being harmed or age, while midas (who can turn to gold and remain concius unlike the other agents as proven by his GHOST/SHADOW edit styles), prepares the resources needed to rebuild the island after the war. So maybe midas isn't killing people by turning them to gold, instead he's trying to save people from the apocalypse needed to defeat SHADOW.
