The International Court of Justice. Commonly reffered to as the World Court .The international Court of Justice (ICJ) was created in 1945 by the original UN charter to encourage freindly relations between nations . The court sits in the Hague Netherlands , and is the only principal body of the UN not located in New York City . The court membership consists of 15 judges who are elected for renewable nine- year terms by vote of the General Assembly and the security Council .In addition to all UN members, participants in the ICJ include the nonmember nations of Switzerland and Nauru.
The jurisdiction of the ICJ extends to any matter submitted to it by participating countries .Verdicts, usually involving border disputes, are reached by a majority decision of the 15 judges .The decisions are binding on the Nations involved ; they can, how-ever be appealed to the security Council .
Among other activities, the ICJ has been invloved since 1950 in establishing the legal independence of Namibia, currently a western province administered by south Africa .

1994 Ukraine's government gives up the world’s third largest nuclear arsenal and nuclear power status, some 1, 900 strategic nuclear warheads under Memorandum.
2014 Russia annexes Crimea from Ukraine under a weak Obama foreign policy.
2022 Russia, a nuclear power demands even more "security guarantees" from a de-nuclearized country its Kremlin signed to respect and refrain from threats and use of force.
Sounds like Russia trying to scam the international community playing the victim.
