I used a water gallon jug for the base and a water bottle. Saudered the holes. Straws i got at the gas station. Used thin foam sheets instead of paper. Super glue to hold the foam. My pet rock as a weight. We used a heavy permanent marker and small scissors as a counter weight. Had to stuff the straw with toothpicks taped together so the straws wouldnt bend. Came out great. 1 day before it was due.

Could you not have a slightly larger bottle as the base, and use water instead of marbles? Though could equally instead of marbles use anything heavy. Marbles are not as common in many households since we left the 70s. So the more you have already, making it even cheaper to make. Also, a small smear of washing-up liquid along the straw shaft will reduce friction and improve efficiency. But once you have a base line, you can try that out.
