If we take it strictly, the car driver didn't brake any laws or traffic rules but it's the truck that cuts his way by entering and using his lane. No vehicle is allowed to drive on the opposite lane and cut the way to other vehicles and trucks are absolutely no exception. Having to deliver a cargo etc. as somebody told here isn't an excuse either for braking the general traffic rules. Actually that truck could just had waited a bit until the opposite lane was totally free and then use it if it was necessary. So, truck driver isn't innocent either in this case but probably relied too much on his huge truck which is supposed to make the other car drivers shit themselves with fear and make room for it - a great plan which always works perfectly except this time, however. In fact, truck driver behave like this very very often (at least in Europe, where I live).

That said, of course the easiest would be for the car to make a few meters room for the truck and the whole thing would be solved but please don't shout at me everybody when I say that the lesson that truck driver had to learn here wasn't completely useless too.
