It's implied that the burst of extra energy from the drink didn't slow everything else down -- he just started moving so fast that everything else seemed to stop, relative to him. He's literally functioning on a higher level than anything before or since -- he's moving faster than light itself.

When I saw this in theaters, no one understood what was going on until my older brother (who was 27 at the time) explained it. Then, dozens of us in the audience went, "Oh, " simultaneously and exploded into laughter.
