Australian here. I visited China for 3 weeks in 2003, at that time the infrastructure projects were ramping up in preparations for the 2008 Beijing Olympics. I remember Guangzhou didn't even have a metro. Pretty much all travel was done via taxi, private car, or a massive fleet of buses. I visited in summer and I remember it, from the perceptive of someone who had never traveled overseas before, hot, humid, and a bit hazy, certainly in Guangzhou. Now their metro and HSR network is unbelievable. Back in 2003 we traveled from Guangzhou to Guilin by bus, it took about 9 hours, with a couple of brief stops. Taking the train would have meant queuing for hours. Now the HSR can do that journey in about 2 1/2 hours. China is way ahead of ANY other country in the world.

Here in Melbourne, we are ranked, along with several other Australian cities one of the most livable cities in the world. Melbourne, and Australia, is a great place to live, our economy is pretty stable, we have plenty of free activities and spaces available to us, BUT, here in Melbourne, we don't even have a rail link from the airport to the city. Here, and in Sydney, there have been issues with the construction of high rise buildings, mainly cracking.

In the suburb I live (outer eastern suburbs) our state government, as part of a level crossing removal project, rebuilt a section of maybe 50 meters road, and rebuilt a small railway station. It took about nine months. I've seen videos on YT where China built an entire city station to accommodate HSR, in 9 HOURS

As I said China is WAY AHEAD of any other country in the world. They pour billions into making their country more accessible to the general populous, can you say that about any other country ?

Developed as defined by China and developed as defined by the West are two different concepts, and the world is still using Western pseudo-theories to define developing and developed countries. China is far ahead of the so-called developed countries in many aspects of technological application and high-tech research and development. When China took the initiative to admit that they are a developed country, they may have already built bases on the moon and Mars. From the perspective of human civilization, they have already entered the first-level civilization and developed the universe. However, the West continues to discredit them by saying that China is a A dark and chaotic country.
