After that they had prom, and with diffrent people but left with eachother

My guess is that Celestia wanted to find a princess for the nect generation, specifically a young unicorn, so she looked to Canterlot nobility that had daughters of a certain age and had Cadence meet these girls ans act as their babysitter to see what they were like. Twilight probably was not the only one, but she might have been the only one with an older brother who Cadence got along with
