In the end, it will turn into a bit of brawl and maybe Luffy will lose for more character development.

I don’t think it’ll start a war due to their relationship but that doesn’t mean that they gonna fight. Shanks only did that because Bartolomeo did burn down his flags and put Luffy’s there. Burning down another pirates flag is declaring war on that crew. It’s their pride and joy sailing with that flag.
