Shashi is a progressive diplomat with a collaborative approach whereas Jaishankar is has a defensive and reserved approach. He’s often non diplomatic as well. Indians like drama, disses and straight forward talk. It’s becoming increasingly popular to be that way. It’s seen as unsophisticated in diplomatic circles.

IMO, He need not .. for a guy (Mr Shashi Tharoor) who had a stint in UN this may be a habit who was brought up firefighting disputes/issues amongst member nations. Wearing the hat of EAM of new India headed by strong leader, it makes sense to be aggressive and assertive even while these are uttered and to nib all these in the bud and that's reason EAM while starting to respond, he asked audience of they need a truthful or a diplomatic answer and he chose the former when given the choice
