Computers only understand electric current. ..the ones and zeros are terms used for an electric current.or a stored electric charge such as in a thumb drive.

the Ghz explanation was confusing because 1 Hz does not equal 1 second. I think you meant to so 1 Hz + 1 cycle per a second
