I haven't had water service in over 2 years. But I must say that it should NEVER be based upon my income. It should be the municipalities job to stop spending money like a drunk idiot.

Wtf... I am super surprised at the low amount of views and comments. This is a great channel and video.
I work in the water industry in Canada, and I don't believe this pay scale would work. The water (and sewer) utility requires a lot of maintenance by certified professionals. It would be difficult to earn enough money this way, at least where I'm from.
