I'm not sure, but I think he is Raymond, Liz's father. The bones were to throw us off. Season 1 when Liz ask, he looks for a few seconds and says no. Because who he was died in the father, and you emerged was the Red we know. Also, in season 1 finale he told Liz. "Your father is dead. He died in that fire" And the last shot of the episode/season is the burns on his back, indicating he's her father, and like I said, her father died in the fire, and Red was born from the flames. Thats how I see Season 1-3.
Season 4-10 he probably is Katarina.
I like my theory from season 1 though. Funny how you add or cut seasons off to make your own conclusions. But he's her father, or her mother, nothing else makes sense.

I believe also that Reddington is the real Reddington because of the burning on his back.
