Can Someone Help Me Because When I Try Downloading Or Transfering It goes to 0kb for like 30 seconds or even longer and then it js starts downloading again and then it does the same thing can someone help?

my problem is then when i try to quick format it just gets frozen and dosent do anything and it says a different size then what it actually is and there is another drive that came up but i dont have 3 i only have 2 idk what the problem is

Have a USB that was connected to an android tv. Can't format it, get a read only error. It's properties show Linix File-CD Gadget USB Device. Any Ideas?
