but I think for Learning Phase it is better to use plane HTML, CSS and Js and then later use all the library classes after understanding all the concepts

I'm a senior web dev, and I will disagree, if you are new to development stick with plain HTML, CSS (bootstrap) and JS/Jquery do not over complicate things. Fortune 500 companies still use bootstrap, so its not outdated.

Making responsiveness with pure css is a pain in the head, while frameworks like bootstrap or tailwind make it easy for us and we forget about responsiveness bcuz it's already taken care of... Still if you're a beginner and just starting web design or you just made one or two projects i recommend you to make atleast five different projects using html, css and js and then move onto frameworks like react, tailwind or bootstrap

Frameworks are great and they really save our time but knowing the fundamentals of HTML, CSS and JavaScript is very important because at the end of the day those frameworks are built on the top of them. Having a very strong knowledge of these three web technologies are very important for web development.
