Whats the deal with window handles and the insulation film? I have PVC double glazing and the lock handles stick out further than the frame

I am not getting one thing about how that temp glazing film was applied to that windows. Is it not possible to open the window anymore once you apply the film to the entire window frame? Trying to figure out how to use this on sash windows in my case but I dont want to get the windows shutted for the entire winter, still want to be able to open and air the apartment.

Is the tape that holds it supposed to be double sided?
Because the kit i bought from B&Q is only single sided, it sticks to the door one side, but the film will not stick to the tape on the other making it completely useless.

Is the tape applied on the external frame (outside) or internal frame (inside the home) of the window?
