There is evidence that supports Maven might have killed a debtor or someone who angered her. In the Bannered Mare, near Uthgerd The Unbroken’s table, there’s a note from Maven to another guy saying that all he did is forgiven and that there’d be someone to take him back, but they’d have to meet at night.

Probably connected to the ebony blade the Jarl keeps locked up, he probably killed someone under mephalas influence, and his regret in the notes you find next to the blade

People speculate that it would be maven’s cousin due to the letters scattered around her house and the black sacrament in a hidden room

Balgruf is speculated because in the ebony blade quest we learn that one of his sons had a different mother, backed up by some dialogue between him and irileth about balgruf sneaking out at night and drinking in the bannered mare, what if he had an affair whilst drinking, she had a child, and he needed her gone.

Ah yes this skeleton. No idea why it’s there but I remember my first play though of Skyrim back in 2011 and funny enough until I had my first house that where I stored all of my stuff which I still remember how amazed I was since the first time I put something in it to store the skelly sunk under the water for the rest of the game

It’s the jarls wife…. He killed her with the sword you get in the basement and they had to dump the body.

There's a note somewhere about maven offing a person in whiterun. It didn't exactly specify, but you can read between the lines. I think it was epicnate, the Skyrim guy who tells about a variety of Skyrim details made a video about this.

I just figured it was a prisoner who tried to escape and failed miserably. Maybe not a good swimmer and hiding from guards or they found a way to get out of the jail underneath and into the water.
